Biographical Profiles

James W. Wise – President
Jim Wise has 28 years experience dealing with state and federal governments, as well as directing political campaigns.  He directed legislative programs in California for both the State Controller and Speaker of the Assembly before becoming a federal advocate in 1983.  In Washington, he worked for a political consulting firm representing a mix of public and private sector clients.  He launched his own firm in 1988, providing governmental affairs consulting with particular emphasis on taxation, transportation, communications, technological development and trade, Native American affairs and environmental issues.  He also developed fund raising and computer support services for a number of congressmen and not-for-profit organizations.

Adm. James A. "Ace" Lyons, Jr. (USN Ret) - Vice President
Admiral, United States Navy (retired), with 36 years of military experience.  Prior to retirement, Admiral Lyons was Commander-in-Chief, U.S. Pacific Fleet, the largest single military command in the world.  He served as the Senior U.S. Military Representative to the United Nations and as Deputy Chief of Naval Operations where he was principal advisor on all Joint Chiefs of Staff matters.  He chaired the first Plenary Session of the UN Conference discussing the restructuring of the Chinese civilian economy.  He has particular experience in the development of Pacific Rim infrastructure programs emphasizing aviation, communications, commercial shipping, power generation and pharmaceuticals.

David S. Germroth - Director
Mr. Germroth has amassed considerable experience in state and federal legislative/regulatory advocacy, grassroots organization, public policy research, and public affairs.  He served as a liaison representing a number of national security and trade organizations before Congress, the White House, Departments of State, Interior, Transportation, Homeland Security and Defense, and agencies such as SBA, FAA, MARAD, NASA and FMC.  He has extensive experience authoring congressional testimony and legislation and responses to regulatory proposals.  Mr. Germroth has served as a visiting fellow at The Brookings Institution; The Eisenhower World Affairs Institute, an affiliate of Gettysburg College, Washington, D.C., and was the Assistant Director, Government Affairs and Program Outreach for the United States Information Agency's Fulbright Teacher Exchange Program, Washington, D.C. A former legislative assistant to a member of Congress, Mr. Germroth also served in the USAF as a War Readiness Material (WRM) specialist and a German linguist.  A graduate of Temple University, David Germroth has specific expertise in the area of maritime issues, transportation issues, Defense, national security and international trade policy.  As such, he has served as an Adjunct Professor of Political Science and Public Policy at Widener Law School, Temple University, and LaSalle University.

Tobi Solidum - Director
Mr. Solidum shares his unique perspective of the healthcare industry through his experience from establishing and operating holistic physical rehabilitation facilities for almost a decade.  His approach combined the healing arts of Western and Eastern medicine.  This experience gave him working knowledge of patient care and the myriad of reimbursement issues that face healthcare providers.  Since 2003, Mr. Solidum led efforts that have resulted in millions of dollars in savings, new revenue streams and collections for clients in Hawaii.  He is also worked with the Centers for Medicare and Medicaid Services' to approve an unprecedented volume waiver granting Hawaii the certification needed to perform liver transplants.  Prior to this approval patients and their families would travel to the mainland for this procedure.  Mr. Solidum has also worked diligently with the Federal Aviation Administration, the Federal Department of Transportation and the State of Hawaii Healthcare Planning and Development Agency to eliminate the need for air ambulances to acquire a certificate of need to operate in Hawaii.  He has worked with major political campaigns in Hawaii focusing on fundraising, special events and the development of ethnic coalitions.  Mr. Solidum offers a depth of experience in business start-ups, business development and strategic planning.  His area of focus is in Healthcare and Business Development.

Roger Lindberg - Director
With thirty years experience in broadcasting, government, public relations and marketing, Mr. Lindberg brings to his clients a strong understanding of the pressures and demands of the media and public affairs.  He specializes in developing strategic marketing and media plans for corporations, government agencies and associations, which have included the Department of Education, the Department of Labor, the National Parks Foundation, NASA and the Department of Defense.  Prior to founding Lindberg Group, LLC, Mr. Lindberg was a Senior Vice President at Ogilvy Public Relations Worldwide and Hill & Knowlton.  He was Chief of Staff for Congressman Matsui and Washington Correspondent for Dun & Bradstreet's Corinthian Broadcasting Group.
